The Pavlov VR server needs two UDP game ports, 7777 and 8177, plus TCP 8188 for RCON — the official egg lists all three, and opening only 7777 is the classic mistake. Use the dedicated server appid 622970 via SteamCMD (the main game is 555160; do not mix them up).

The second game port, 8177, is used for additional server instances and communication — do not omit it. Workshop maps require an extra download step, so the first join is slow on servers with many custom maps.
